Technology Policy Why do governments intervene and set up technology policies? This will be explained taking CFC's and the ZEF mandate as an example. CFC’s were assumed to be damaging, but only after the discovery of the hole in the ozon layer governments started to intervene. The Montreal protocol was set up to reduce the use of CFC’s. But: CFC’s were to be replaced by another technology.
