Step 2: Goal analysis

Now we have identified what actors are involved and how each of them perceives the problem, we further make the problem explicit defining goals and criteria for each actor.

We do this by creating a goal tree and operationalize more abstract goals into concrete, measurable criteria.

When we have the criteria, we finalize our explication of the problem by describing the problem situation in terms of a model of causal relations that, in the end, influence the criteria.
