Once again: the recipe for a well thought project execution plan contains a number of ingredients, not necessarily following this structure:

    1. Introduction
    2. Objective
    3. Vision/Opportunity statement
    4. Detailed scope of work
    5. Safety, health and environmental management
    6. The project team and its responsibilities
    7. Project governance
    8. Contracting Strategy
    9. Risk register
    10. Cost and scheduling
    11. Economic evaluation
    12. Project management approach
    13. Monitoring and control
    14. Progress reporting
    15. Evaluation and lessons learned

It basically summarizes the why, what, how, who and when of your project. All these elements could be addressed in a living document, for example starting with a few pages, up to over 50 pages.
