The development and re-development of the transport system can be comprehensively and holistically planned using the Sustainable Urban Mobility Plan (SUMP) approach. It is based on the Deming cycle, which emphasizes the learning process for the next implementation. There is an exhaustive description available at http://www.eltis.org/content/sump-process. The general stages are presented in the figure. The process is generic and has also been applied to urban freight transport, to account for the unique challenges of urban freight.
