The financial feasibility analysis is part of the process of deciding the highest-and-best-use of a vacant building. Highest-and-best-use means: to find the most suitable use of a building or plot, that generates a financially feasible reuse scheme. To decide the highest and best use, a 5-step- approach is used:

  1. Finding market opportunities for different options;
  2. Assessing legal possibilities; 
  3. Assessing functional and technical feasibility; 
  4. Assessing financial feasibility;
  5. Selecting the best option;
