This presentation is the start of the second part of this course on water management in urban areas dealing with the design phase. In order to create a civil engineering design of an urban area from scratch, two basic components are needed: Objectives and design loads.

The objectives are based on an ambition or vision which gives a qualitative expression of them. This vision is put into quantitative standards and requirements which can be combined with the design loads to form the elements in the design phase. The design loads are retrieved from the underlying processes and their probability distribution.
