2.2.3 Setting Goals, Objectives and Criteria

Module 2. System approach to understand city logistics
Goals are idealised end states, towards which a plan might be expected to move. Goals provide general aims or purposes that are helpful in setting the scene. Objectives are operational statements of goals that are both measurable & attainable. Criteria are indices expressing the degree of goal or objective attainment, such as measures of performance (MOP) or evaluation (MOE). Criteria are statistics which can be ranked & compared with objectives. To be effective, criteria should be relevant and collectable.
