First, the situation is characterized. This is followed by a brief video in which two actors act out a situation. Finally, you are asked the question: describe the smart command and control strategy that is being applied here?
An engineering consultancy firm has two divisions: Flood Risk Management (FRM) and Health and Safety (H&S). The CEO would like to merge both of these divisions. There is a lot of opposition to this within both FRM and H&S. This means that a process approach is likely to be very time-consuming and it is uncertain what the result will be. The CEO is also worried that a process approach will either fail to reach the desired result or lead to a messy compromise. If you involve FRM and H&S in a process of deciding whether or not to merge – both divisions are opposed to the merger – it is very likely to result in no merger.
