The essence of all the risks is that the Mayor is single-mindedly focussed on having a port expansion. Many parties do not want that. Think about what that means: as long as the Mayor continues to push for the port expansion, she is encouraging the other parties to intensify their opposition. They are being made opponents – and what we need here is a strategy that makes them supporters. This will apply to very many of the strategies you have devised: they contain an incentive for opposition rather than support.
How do we ensure that the parties become supportive? That they are given an incentive to be cooperative?
A game changer is needed to achieve that.
