1.2.1 An incentive to cooperate

The essence of all the risks is that the Mayor is single-mindedly focussed on having a port expansion. Many parties do not want that. Think about what that means: as long as the Mayor continues to push for the port expansion, she is encouraging the other parties to intensify their opposition. They are being made opponents and what we need here is a strategy that makes them supporters. This will apply to very many of the strategies you have devised: they contain an incentive for opposition rather than support.

How do we ensure that the parties become supportive? That they are given an incentive to be cooperative?

A game changer is needed to achieve that.
